Project Overview

Bell performed Mechanical and Plumbing Design-Assist and Construction subcontract services at the new 65,000 SF single story replacement hospital with 25 inpatient beds, 16 ED exam rooms, 5 observation rooms, 2 ORs, an Imaging Suite, sterile processing department, laboratory, pharmacy, full kitchen, dining, and support spaces.

During the Design-Assist phase, Bell provided budgeting at the 100% Schematic Design, 100% Design Development, 50% and 95% Construction Document Levels including: Budget Management (Scope Growth Control, Value Management Recommendations and Pricing); Constructability Reviews; Specification Change Recommendations; and Collaborative BIM reviews with model improvements.

Bell submitted an initial Schematic Design budget in July 2020. In October 2020, DD pricing was submitted that established a Target Value budget. Bell then worked continuously with the engineer until 100% Construction Documents were issued in January 2021.

Through the Value Management process:

Reduction of controls, controls requirements

Alternate materials (piping, ductwork, insulation)

Alternate equipment selections (alternate/additional manufacturers than the RFP)

Air Handling Units:

  • Alternate construction (2" vs. 4" wall thickness)
  • Alternate location of AHUs
  • Re-evaluation of capacity
  • Evaluating owner's program
  • Re-evaluated/eliminated piping systems (acid waste not needed based on program)
