Project Overview

Bell was the Mechanical Contractor for the Design/Build Joint-Venture team of Turner / Grunley – Kinsley JV.  This five-phased project was a state-of-the-art research and technology campus at the Aberdeen Proving Grounds, a 73,000 acre Army research and testing center.  The project involved a new nine building campus totaling 1,584,000 square feet, including administrative and headquarters facilities, laboratories, storage, and hi-tech training facilities.  The buildings “interconnect” with each other though connecting bridges.

In this project, Bell provided the installation for the Mechanical and Plumbing services for the highly technical C4ISR campus. The nine-building campus included a three-story Research Center, two five-story Operations Buildings, a four-story Command and Control facility, which contained a C4I Command Center, and various Mission Training and Maintenance Facilities. This project contained 250,000 square feet of Sensitive Compartment Information Facility (SCIF) space. All structures complied with the Unified Facilities Criteria Anti-Terrorist Protection (AT/FP) Measures providing blast resistant design features.

Each major building had independent Central Utility rooms for the mechanical and plumbing systems. Bell performed the installation of the mechanical piping, equipment, and HVAC sheet metal along with all plumbing piping and equipment. Bell was responsible for the interlock wiring control systems for the entire base.

Bell assisted in the Project’s LEED program with innovative solutions in mechanical and plumbing systems and bringing experience in the design and construction in sustainable green building technologies. The C4ISR Center of Excellence project was designed and constructed for LEED SILVER certification.
